The Macao Monetary Authority requested banks to install "Know Your Customer" (KYC) technology in all local ATMs in order to ensure the safety of Macao’s financial system and to strengthen the protection of the legitimate rights and interests of cardholders whose bank cards have been issued in Mainland China. This enhances the verification of cardholder’s identity. The KYC technology had been installed in 680 local ATMs and put into operation by 26th June. Holders of mainland China-issued UnionPay bank cards will have to pass facial recognition scans to verify their identities when they withdraw cash from local ATMs. However, holders of bank cards issued locally or jurisdictions other than Mainland China are not affected by the measure.

 

The Macao Monetary Authority has urged banks to step up their efforts to complete the installation of KYC in various districts in Macao this year, namely those in and around casinos.

 

The Macao SAR Government has fully fulfilled its responsibility as a member of the Asia/Pacific Group on Money Laundering (APG), which is a regional organization of the Financial Action Task Force on Money Laundering (FATF), especially in the protection of financial system and the legitimate rights and interests of cardholders whose bank cards have been issued in Mainland China. Financial institutions started the installation by phase earlier to introduce the KYC technology to all local ATMs. Holders of Mainland China-issued UnionPay bank cards will have to scan their identity cards at ATMs and also pass facial recognition scans before they will be able to withdraw cash. Customers with bank cards issued in Macao and other jurisdictions do not need the above procedure and can carry out the withdrawal as usual. Financial institutions will closely monitor the situation of the users to ensure smooth cash withdrawals.
